PERASMIAN PERHIMPUNAN PENGAKAP MALAYSIA PERTAMA

Pada hari ini 17.8.1965, telah diadakan Perhimpunan Pertubuhan Pengakap Malaysia yang pertama telah diadakan bertempat di Kem Kijang, Jalan Tanjong Semut Api, Kota Bharu, Kelantan.
Perhimpunan ini telah dihadiri oleh 109 pengakap seluruh Malaysia dan telah dirasmikan oleh Timbalan Menteri Besar Kelantan, Encik Nik Abdul Rahman bin Nik Mohd.

Turut hadir di hari upacara pembukaan perhimpunan itu ialah Menteri Pengangkutan yang juga menjadi Pengakap Agong Malaysia, Dato' Sardon bin Hj. Jubir, Pesuruhjaya Agong Pengakap, Dato' Syed Isa bin Alwi dan Pesuruhjaya-pesuruhjaya Pengakap Negeri.

Perhimpunan pengakap ini telah dapat menimbulkan semangat kerjasama dan saling bantu-membantu di kalangan pelajar-pelajar, di samping dapat melatih pelajar bekerja dan berfikir secara berkumpulan, mengerat perhubungan antara Majlis-majlis Pengakap seluruh negara dan memberi kesedaran kepada masyarakat tentang kebaikan berpersatuan.

Kesimpulannya Perhimpunan Pengakap Malaysia telah berjaya menjuruskan masyarakat pelajar ke arah hidup yang lebih bermakna di samping dapat mengelakkan gejala-gejala sosial yang tidak diingini.

Apakah Jambori-di-Udara (JOTA) and Jambori-di-Internet (JOTI)?

Kedua-dua Jambori-di-Udara (JOTA) dan Jambori-di-Internet (JOTI) adalah acara Rasmi Pengakap antarabangsa. Sementara JOTA telah bermula sejak 1957, JOTI baru sahaja diputuskan oleh Jawatankuasa Pengakap Sedunia sebagai acara rasmi pada tahun 1997.

TO BOY SCOUTS:

Dear Scouts,—If you have ever seen the play Peter Pan you will remember how the pirate chief was always making his dying speech because he was afraid that possibly when the time came for him to die he might not have time to get it off his chest. It is much the same with me, and so, although I am not at this moment dying, I shall be doing so one of these days and I want to send you a parting word of good-bye.

Remember, it is the last you will ever hear from me, so think it over.

I have had a most happy life and I want each one of you to have as happy a life too.

I believe that God put us in this jolly world to be happy and enjoy life. Happiness doesn't come from being rich, nor merely from being successful in your career, nor by self-indulgence. One step towards happiness is to make yourself healthy and strong while you are a boy, so that you can be useful and so can enjoy life when you are a man.

Nature study will show you how full of beautiful and wonderful things God has made the world for you to enjoy. Be contented with what you have got and make the best of it. Look on the bright side of things instead of the gloomy one.

But the real way to get happiness is by giving out happiness to other people. Try and leave this world a little better than you found it and when your turn comes to die, you can die happy in feeling that at any rate you have not wasted your time but have done your best. "Be Prepared" in this way, to live happy and to die happy—stick to your Scout promise always—even after you have ceased to be a boy—and God help you to do it.

A RM2mil jamboree in the works

THE Scout Association of Malaysia has announced plans to organise a National Jamboree next year to celebrate the centenary of the movement in Malaysia.

The jamboree at Universiti Putra Malaysia, is estimated to cost RM2mil and would cater to about 6,000 participants.

The plan was presented to Datuk Seri Azalina Othman Said during her official visit to the association's headquarters for a dialogue with the commissioners.

“The jamboree is a step towards many new things in the scouting movement. We will see the role of the movement growing and playing a bigger role in the community,” national chief scout commissioner Datuk Dr Kamarudin Kachar said.

We will help the scouting movement organise the jamboree and we will discuss the funding of the project further,” Azalina said

The event is expected to take place from May 12 to 18, 2008, and would see the participation of scouts from Malaysia as well as Asia Pacific countries.

At the jamboree, the movement will also launch the 100 Year Book of Scouting History, stamps, and shillings. The event will also mark the founding of the International Scouts Camp and International Scouts Academy.

“There are a lot of issues that the scouts will play a big role in including environmental conser-vation, patriotism, and peace,” Kamarudin explained.

The association also announced plans to introduce the Rover Scout movement in all public and private tertiary education institutions as well as in countries where a high percentage of Malaysian students are present.

“We are targeting countries like the UK, the US, Egypt, Australia and Russia to set up branches of Malaysian Rover Scouts,” he explained.

The King of Sweden, King Carl XVI Gustav, the honorary president of the World Scout Foundation, also visited the Malaysian scouts on October 3. Read More..

Malaysia Tuan Rumah Konferensi Pandu (Pengakap) Asia-Pasifik 2009

Tokyo, Malaysia terpilih sebagai tuan rumah Konferensi Kepanduan Asia-Pasifik ke-23 yang akan diadakan di Kuala Lumpur, Malaysia, pada 2009. Selain itu, Nepal akan menjadi tuan rumah Pertemuan Tingkat Tinggi Pemimpin Pandu Asia-Pasifik yang akan diadakan di Kathmandu, Nepal, pada 2008.

Hal-hal itu merupakan bagian dari acara Konferensi Kepanduan Asia-Pasifik ke-22 di Tokyo, Jepang, Senin (22/10) siang hingga petang harinya.

Dalam acara Senin itu, delegasi Gerakan Pramuka menyampaikan paparan mengenai pentingnya bakti pramuka untuk masyarakat luas, yang selama ini telah dilakukan Gerakan Pramuka sejak awal 1960-an. Dimulai dengan Perkemahan Wirakarya 1968 di Cihideung, Jawa Barat, kegiatan yang dalam bahasa Inggris disebut Community Development Camp (Comdeca) itu kini telah menyebar ke seluruh dunia. Bahkan dalam Comdeca Asia-Pasifik di Bangladesh akhir 2007, Susi Yuliati, wakil Gerakan Pramuka juga diminta menjadi penasehat kegiatan itu.

Sementara itu, dalam acara konferensi Selasa (23/10) pagi, diumumkan nama-nama ketua dan anggota subkomite Kepanduan Asia-Pasifik masa bakti 2007-2009. Nama anggota Gerakan Pramuka yang masuk adalah Alfian Amura (Subkomite Youth Programme), Susi Yuliati (Subkomite Adult Resources), Berthold Sinaulan (Subkomite Management), Dicky Surjadi (Subkomite Financial Resources), dan Brata Triyana (Subkomite Scouting's Profile), serta Rio Ashadi (Young Adult Member yang menjadi anggota Subkomite Scouting's Profile. Pengakap genap 100 tahun di tubuhkan di dunia


Pengakap genap 100 tahun di tahun 2007 ditubuhkan.
Terdapat lebih dari 28 juta ahli pengakap dari pelbagai peringkat umur dan jantina yang meliputi di lebih 216 negara dan jajahan, dan seramai lebih 300 juta penduduk dunia telah menyertai pergerakan pengakap termasuk dari kalangan mereka yang berperanan penting didalam pelbagai bidang

Ini adalah sesuatu yang cukup membanggakan berdasarkan kepada permulaan perjalanan pergerakan ini dengan hanya dianggotai oleh 20 budak-budak pengakap dan juga perkhemahan ujian pada tahun 1907. Perkhemahan pertama pergerakan ini selama 9 hari pada bulan Ogos 1907 di Pulau Brownsea berdekatan dengan Poole di Dorset, England

Perkhemahan tersebut telah dilaksanakan dengan jayanya dan telah dibuktikan kepada penganjurnya, Robert Baden-Powel bahawa kaedah latihan yang dilaksanakannya mampu untuk menarik minat golongan muda dan berkesan.

Pada Januari 1908, beliau melancarkan buku "Scouting for Boys" yang pertama. a book issued in fortnightly parts at four pence each. Ini adalah satu kejayaan yang memberangsangkan. Baden-Powell melaksanakan satu kaedah melatih kanak-kanak, suatu yang telah wujud pada organisasi pemuda seperti Bridged Muda dan kini pengakap merupakan sebuah pergerakan pemuda sukarela yang terbesar didunia.

Abdullah terima dua anugerah tertinggi Indonesia

JAKARTA 21 Feb. – Datuk Seri Abdullah Ahmad Badawi tiba di sini tengah hari ini bagi lawatan kerja dua hari termasuk menerima anugerah tertinggi Indonesia untuk pemimpin luar dan anugerah tertinggi pergerakan pramuka, iaitu pengakap Indonesia.

Anugerah tertinggi daripada pemerintah Indonesia itu, Bintang Republik Indonesia Adi Pradana merupakan anugerah tertinggi yang pertama kali diberikan kepada Perdana Menteri Malaysia.

Begitu juga anugerah pramuka Lencana Tunas Kencana yang merupakan yang tertinggi pernah diberikan kepada tokoh yang banyak berjasa kepada pergerakan pengakap.

Duta Besar Malaysia di Indonesia, Datuk Zainal Abidin Mohamed Zain berkata, Presiden Indonesia Susilo Bambang Yudhoyono akan menyampaikan bintang Adi Pradana kepada Perdana Menteri pada satu majlis di Istana Merdeka di sini pagi esok.

“Bintang tertinggi ini belum pernah diberikan kepada mana-mana pun Perdana Menteri Malaysia sebelum ini... yang menerima (ialah) penganugerahan lain,” katanya kepada pemberita di sini hari ini.

Zainal Abidin berkata, sebelum majlis penganugerahan itu, Abdullah akan melakukan kunjungan hormat ke atas Susilo di Istana Merdeka.

Selepas majlis itu, Abdullah akan ke Dewan Persidangan Birawara di Jalan Gatot Subroto di sini untuk menerima Lencana Tunas Kencana, yang akan turut dihadiri para pemimpin pengakap Malaysia dan pramuka Indonesia.

Sementara itu, Abdullah ketika berucap pada majlis pada majlis jamuan malam Pengakap Kelana Indonesia bersama Perdana Menteri, malam ini berkata, kerjasama Pengakap Malaysia dan Pramuka Indonesia telah memberi makna lebih mendalam dan memperkukuhkan lagi hubungan antara rakyat sempena 50 tahun terjalinnya hubungan diplomatik kedua-dua negara.

Menurut Perdana Menteri, beliau gembira pergerakan Pengakap dan Pramuka kini menjadi jambatan meningkatkan lagi hubungan sesama rakyat yang telah menjalin hubungan diplomat sebaik sahaja Malaysia mencapai kemerdekaan.

"Jambatan ini ialah jambatan persahabatan yang diwujudkan oleh Pengakap dan Pramuka,’’ katanya disambut tepukan gemuruh lebih 300 anggota pengakap.

Pada majlis itu, Abdullah yang juga Presiden Agung Pengakap Malaysia merasmikan penubuhan Pengakap.

World Scouting strengthens its position within civil society and the UN


On the 7th December the World Organization of the Scout Movement (WOSM) was re-elected to the Board and to the Conference of NGOs in Consultative Relationship with the United Nations ( CONGO) for a period of three years, a position in which it has already served since 2003.

WOSM was also elected as Vice-President of CONGO. Through this, World Scouting strengthens its position in the world of civil society and with the UN.

On the Board, World Scouting will work with 19 other NGOs in directing the activities of the Conference of NGOs (CONGO), which has more than 300 members.

The election took place as part of CONGO's General Assembly, which focused on promoting human rights and responsible governance – a key goal for member NGOs. Representing WOSM at the event was Mr Arturo Romboli, External Relations Unit Manager.

On the first evening of the Conference former UN Secretary General Mr. Kofi Annan joined NGOs for a reception to pre-launch the 60th anniversary of the Universal Declaration of Human Rights. Mr. Annan thanked civil society for all it is doing to defend human rights, peace and security.

CONGO - Conference of Non-Governmental Organizations in Consultative Relationship with the United Nations
The Conference of Non-Governmental Organizations in Consultative Relationship with the United Nations (CONGO) is an independent, international, non-profit membership association of non-governmental organizations (NGOs). It facilitates the participation of NGOs in United Nations debates and decision-making. CONGO is most active at the major UN centres of New York, Geneva and Vienna but its work stretches out to all regions of the world.

CONGO was founded in 1948. Since then it has relentlessly worked to ensure that NGO voices be heard throughout the international arena. CONGO's role in mobilizing NGOs to form the first worldwide NGO forum on human rights in 1968, its role in conceiving forms of NGO participation in UN world conferences and its advocacy on behalf of NGOs at UN Headquarters highlight CONGO's chief objectives: to ensure that NGOs be present when governments discuss issues of global concern at the United Nations and to facilitate NGO discussions on such issues.

The Conference of NGOs is governed by its triennial General Assembly, made up of representatives of its member organizations. The General Assembly elects an individual as President and 20 member organizations to serve as CONGO's Board.

Persekutuan Pengakap Malaysia

Persekutuan Pengakap Malaysia (The Scouts Association of Malaysia, PPM) is an organisation for boys and girls between the ages of 10 and 17, based in Malaysia. Persekutuan Pengakap Malaysia is part of the global Scouting movement and national member of the World Organization of the Scout Movement (WOSM). It is the only uniformed body in Malaysia to have been established and officially regulated by an act of parliament through the Scouts Association Of Malaysia (Incorporation) Act 1968.

HISTORY

Scouting was first introduced in Singapore in 1908, but was officially founded on July 2, 1910, when young Scoutmaster Frank Cooper Sands arrived in Singapore from Nottingham and established two Boy Scout troops in Singapore for the children of the British colonists. From there, the movement spread to other parts of the Straits Settlements and what were to become the states of Malaysia. Sands spent the next 40 years helping to create Scouting in the region, and is often called the "Father of Malayan Scouting".

In 1974, Datuk Syed Hashim bin Abdullah was awarded the Bronze Wolf, the only distinction of the World Organization of the Scout Movement, awarded by the World Scout Committee for exceptional services to world Scouting. Other recipients include Tan Sri Kamarul Ariffin bin Mohd Yassin in 1983.

SECTIONS

Pengakap kanak-kanak (Cub Scout) between 10 to 12 years. Motto: "DO YOUR BEST", official color: Yellow.
Pengakap Muda (Junior Scout) between 13 to 15.5 years. Motto: "BE PREPARED", official color: Green.
Pengakap Remaja (Senior Scout) between 15.5 to 17.5 years. Motto: "LOOK WIDE", official color: Red.
Pengakap Kelana (Rover Scout) adults who still practise scouting. Motto: "SERVICE".
Kumpulan Latihan Kelanasiswa Malaysia, KLKM (Malaysian University Rover Training Group) and Kumpulan Latihan Malaysia, KLM (Malaysian Training Group) are rover scout groups from higher educational institutions and colleges.


UNIFOM

A Junior Scout's uniform consists of a short-sleeve (girls wear long sleeves) grey shirt, with two pockets with buttons on the left and right breast, the official neckerchief, the forage cap, navy-blue pants, the official bronze belt, navy-blue socks and black canvas shoes with laces. A miniature Malaysian flag is stitched on the right breast pocket and the Tenderfoot badge stitched on the left one. The neckerchief, with red, white and blue stripes, is worn about the collar, fastened with the official woggle. The forage cap has a badge with the Malaysian Scout emblem on one side.

On the left sleeve are one's patrol's name and merit badges. On the right sleeve is one's state, district, and troop number. The advancement badge is sewn below the troop number when a Junior Scout earns it. Depending on a Junior Scout's rank and/or badges, he/she may be allowed to wear a lanyard.

A Senior Scout's uniform is the same as the Junior Scout's except for the position of badges. The King's Scout badge is worn on the left sleeve, five centimetres below the patrol badge. On the left sleeve is one's patrol's name, and one's advancement badges. The Senior Scout's have up to five advancement badges. Once taken, the Senior Scout will go on to become a King's Scout. The King's Scout badge is worn five centimeters below the patrol badge in place of all five Senior Badges.

A Leader's (Rovers/Scoutmasters) uniform is the same as the Junior Scouts with the exception of the badges sewn and the epaulets worn. Rovers wear red epaulets while Assistant Scoutmasters through the Chief Scout wear blue epaulets bearing different symbols. A Rover Crew may make its own Crew emblem and the one can sew it on the right sleeve below the Crew Letter. The uniform also includes a picture of Paul Fredin. The advancement badges for Rovers are worn on the left breast, below the Rover badge, while the miniature King's Scout Badge is worn on the right sleeve.

Scout Laws
The Scout Laws are (translated from Malay):

A Scout is to be trusted and have self dignity.
A Scout loyal towards the King and other Rajas, towards the Scout Masters, parents, employer and the people under him.
A Scout is to make himself useful and helpful at all times.
A Scout is a friend to all of any States, rank or any other religion.
A Scout is good and kind and will always do good.
A Scout is good and kind to animals.
A Scout always follow his parents',Leaders' orders without any questions.
A Scout is always patient and smile during difficulties.
A Scout is thrifty.
A Scout is clean and pure of thoughts, words and actions.

Scout Sign and Salute
To do the Scout sign, the middle three fingers of the right hand are raised and the thumb covering the little finger, with the upper arm held horizontally and the forearm vertically. The three raised fingers represent the three fundamental parts of the Scout Promise, and the thumb over the little finger represents the strong protecting the weak. The Scout sign is used whenever pledging the Scout Promise.

To do the Scout salute, do the Scout sign and then the middle finger is moved until it touches the right eyebrow.


Badges
The Scout emblem incorporates elements of the coat of arms of Malaysia.

Regardless of which unit one is a member of, one must pass the Keahlian (Tenderfoot) test before being eligible for any other badges. This test examines one on one's qualifications to become a Scout, testing one on the Scout uniform, Scout emblems, Scout oath, Scout laws, Scout salute and sign, the history of Scouting, and basic knot-tying, such as tying a reef knot.

For Pengakap Kanak-Kanak (Cub Scouts), one may receive the Keris Gangsa (Bronze Dagger) badge, Keris Perak (Silver Dagger) badge and Keris Emas (Gold Dagger) badge. The dagger or Keris is a malay dagger used as an official weapon by the royalty. One must attain all preceding badges before qualifying for the next one. Besides that, one may also receive various merit badges throughout the course of receiving the three Keris badges. Once one has achieved the Keris Emas badge with certain merit badges, he or she is entitled with the Rambu Pengakap Kanak-Kanak (Cub Scout Lanyard), which is blue in colour.

For Pengakap Muda (Junior Scout), one may receive the Usaha (Third Class) badge, Maju (Second Class) badge and Jaya (First Class) badge. One must attain all preceding badges before qualifying for the next one. Same as the previous stage, one can also receive a total of eight merit badges; two for hobbies, three for knowledge, and another three for service. Once one has achieved the First Class badge with the eight other merit badges, he or she is entitled with the Rambu Pengakap Muda (Junior Scout Lanyard), which is green in colour.

For Pengakap Remaja (Senior Scout), one may receive Jaya Diri (Independence) badge, Kemahiran (Skills) badge, Kegiatan (Activities) badge, Ekspedisi (Expedition) badge and Perkhidmatan (Service) badge. These badges are often known as the 5 highest rating badges (Lima Lencana Tertinggi) after the King Scout badge, for once a scout had achieved these badges, he or she has indeed achieved all the badges available and is eligible to become a King Scout. Again, once one has received these five badges, he or she is also entitled with the Rambu Pengakap Remaja (Senior Scout Lanyard), which is yellow in colour.


King's Scout badgeOnce one has obtained the Rambu Pengakap Muda and Rambu Pengakap Remaja, one is eligible to become a Pengakap Raja (King's Scout). The qualified candidate will hand in his/her application form to the district commissioner together with his/her logbooks and certs (of all badges received). He/she will be evaluated and made to undergo a Ujian Sikap Pengakap Raja (King Scout Code of Conduct Examination) which consists of five components which are Tanggungjawab (Responsibility), Pengembaraan (Expedition), Perkhidmatan Masyarakat (Community Service), Kegiatan (Activity), and Berdikari (Independence). This evaluation is either done in a camp (three days two nights) organized by the district or state level or done as part of a five-day four-night expedition. Either way, all five components are covered.

Once a candidate passed the Ujian Sikap Pengakap Raja, he/she qualifies for the Pentarafan Pengakap Raja (King Scout Standardization Camp), a three-day two-nights organized by his/her respective Lembaga Pentaraf Negeri(State King Scout Standardizers).

Pentarafan Pengakap Raja involves solo camping and making campcraft (minimum 20 gadgets), pioneering, first aid, foot and stave drills, backwoodsman cooking and handicraft making. Then the Calon Pengakap Raja (King's Scout Candidate) will receive a Rambu Pengakap Raja (Bushman's Thong) which is self-made. Once one has passed, the prestigious Sijil Pengakap Raja (King Scout certificate) which is signed by every king/sultan from all nine states of Malaysia as well as signed and presented personally by the Sultan of the state in which one passed his test, at the palace.


Troop organization
A troop is divided into several patrols, each with its own patrol leader and assistant patrol leader. A committee called the Patrol Leaders Council plans all the troop's activities, with guidance from the troop's Scoutmaster(s). The Patrol Leaders Council consists of all the patrol leaders and their assistants if the council is too small. From the Patrol Leader's Council, Patrol Leaders are elected to become the Troop Leader, Assistant Troop Leader, Secretary, Treasurer and Quartermaster. This committee is called the Court of Honour and is the most exclusive committee in a troop. The posts mentioned are the least a troop can have. Besides the above mentioned posts, other posts such as Discipline Officer, Den warden, Librarian, IT Director, Historian and much more can be added if the need should arise.

A patrol itself, besides its patrol leader and assistant patrol leader, has a secretary for taking down the details of a patrol meeting, has a treasurer for recording the financial matters and has a quartermaster for taking care of the patrol's equipment. During camp, the quartermaster becomes the equipment quartermaster, and a food quartermaster is appointed. The secretary becomes assistant patrol leader if the patrol leader or assistant patrol leader does not show up for a meeting.


Jamborees in Malaysia
Malaysia has held many national jamborees since 1966. Each state takes turn to be the host, and only Perlis and Selangor has yet to host one. The list of the various national jamborees and the years are as follows :

In 2008, a jamboree to commemorate 100 years of scouting in Malaysiais expected to take place from May 12 to 18, 2008, and would see the participation of scouts from Malaysia as well as Asia Pacific countries.

The jamboree at Universiti Putra Malaysia, is estimated to cost RM2mil and would cater to about 6,000 participants.

At the jamboree, the movement will also launch the 100 Year Book of Scouting History, stamps, and shillings. The event will also mark the founding of the International Scouts Camp and International Scouts Academy.


Malaysian National Scout Headquarters
The headquarters for the Persekutuan Pengakap Malaysia is in Jalan Hang Jebat, 50150 Kuala Lumpur. It is a 4 storey building, with the offices at the 1st floor, with hostels on the 3rd and 4th floor. It is situated near Petaling Street, within walking distance from Pasar Seni, the nearest PUTRA-LRT station. It is open 5 days a week. There is a Scout Shop situated on the ground floor of the building.

The scout HQ serves as a national centre for administration for scout matters. It has a paid staff of 5. Woodbadge and leadership courses are held there too.

Scouts provide assistance to cyclone survivors

From the very beginning of Cyclone Sidr that struck the southeast coast of Bangladesh on 15 November 2007, killing over 3,000 and others remain missing, Scouts in this country have been working feverishly to respond to the urgent needs of the affected communities.

Day and night, Scouts focused on efforts of delivering the food, drinking water, ORS and water purification powder, clothing, cooking utensils and other relief materials received from the local government and international agencies consist of Action Aid Bangladesh, UNDP Dhaka and DFID (UK government).

Working together with different local and international agencies, Bangladesh Scouts had already distributed thousands of packets of water purification powder; 10,800 tarpaulins; 25000 Kg flattened rice (Chira) and 5000 kg Molasses (Gur) to the communities in dire need.

Past Asia-Pacific Regional Scout Committee Chairman Mr Eric Khoo and Regional Director Abdullah Rasheed joined Scouts in distributing emergency and relief materials to the survivors.

Simultaneously with the International Centenary COMDECA, Bangladesh Scouts has orgnized six work camps from 7-14 December 2007 that will be participated by 2,000 people composed of Senior Scouts, Rovers, Scout Leaders and non-Scout students are working on reconstruction of houses, school structures and youth clubs, roads, water facilities, distribution of utensils and mosquito nets, school equipments and books, visit ravaged forest and to take part in different environmental campaigns. A series of songs, games and other type of performances are organized to somehow ease the trauma of the survivors.

United Nations reported that in nine of the worst-affected districts, approximately 4.7 million people in these worst affected districts were affected and a further 2.6 million people, most of them the poorest of the poor, are in need of immediate life and livelihoods saving relief assistance. The period for immediate relief assistance should be a minimum of 2-3 months, extended relief might be necessary for some of the worst affected areas, however recovery and rehabilitation efforts should start soon after. Baden Powell Scout Peak and Trail launched!

together with the Minister of Culture, Tourism and Civil Aviation Pradeep
Kumar Gyawali officiated the soft launch of Baden Powell Scout Peak and
Trail at the open grounds of Nepal Scouts HQ in Kathmandu.
The ministers expressed their pleasure for naming the peak after Baden
Powell, the founder of Scouting, as way of honouring the Scouting world as it
approaches its centenary year in 2007.
The presence of the Regional Scout Committee and sub-committee
members, and other regional leaders along with some chief commissioners made the launching more prominent.
The Chief Scout handed over the flags to 12 country representatives taking part in the trail at the base camp of Baden
Powell Scout Peak. Participating countries were Bangladesh, India, Sri Lanka and Nepal.

After the launch, Prime Minister Girijal Koirala invited the regional leaders to his residence. He said â€oemany people do not
know what Scouts do and people must be told of their good work.̢ۥ He himself was an active Scout. He said that with
Scouting̢۪s openness to all, regardless of religion or creed, Scouts could contribute to peace and the resolution of
conflicts.

KUALA LUMPUR: Yang di-Pertuan Agong, Tuanku Mizan Zainal Abidin, semalam berkenan menjadi penaung Persekutuan Pengakap Malaysia bagi Wilayah Persekutuan Kuala Lumpur, Putrajaya dan Labuan.

Baginda juga berkenan untuk memberi anugerah tertinggi kepada pengakap remaja, iaitu Sijil Pengakap Diraja yang ditandatangani baginda sendiri sebagai penaung Persekutuan Pengakap Malaysia (PPM) dan Raja-Raja Melayu, penaung pengakap negeri.
Perkenan itu dinyatakan Seri Paduka kepada Ketua Pengakap Negara, Datuk Seri Dr Shafie Mohd Salleh, pada majlis menghadap di Istana Terengganu di sini, semalam.



Turut menghadap Anggota Tertinggi PPM itu Ketua Pesuruhjaya Pengakap Negara, Kolonel Prof Datuk Dr Kamaruddin Kachar; Penolong Ketua Pesuruhjaya Pengakap Negara, Abdul Shukor Mohsin dan Setiausaha Agung yang juga Ketua Setiausaha Eksekutif PPM, Mohd Zaki Nurud-Din.

Bercakap kepada pemberita selepas majlis itu, Mohd Shafie berkata, perkenan Seri Paduka menjadi penaung dan menganugerahkan Sijil Pengakap Diraja adalah pengiktirafan kepada PPM, khususnya di Wilayah Persekutuan.

Katanya, sijil itu hanya diberi bagi mereka yang lulus beberapa ujian kepengakapan PPM.



"Jika tidak ada halangan, anugerah itu akan dimulakan tahun depan," katanya.

Beliau berkata, PPM juga sedang mengambil langkah ke arah membentuk gabungan Persekutuan Pengakap Asean bagi mengukuhkan kerjasama badan itu di rantau ini.

"Kita sudah berbincang dengan semua Pesuruhjaya Pengakap Asean dan mereka menyatakan persetujuan membentuk gabungan itu.

"Perkara ini pernah dibincang Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi dengan Presiden Indonesia, Susilo Bambang Yudhiyono di Jakarta, beberapa bulan lalu ketika beliau menerima pingat tertinggi pengakap Indonesia.

"Kita juga sudah memaklumkan kepada Sekretariat Asean di Jakarta berhubung perkara itu (pembentukan Persekutuan Pengakap Asean)," katanya.

Mohd Shafie berkata, Raja Sweden selaku Presiden Kehormat Yayasan Pengakap Sedunia, Karl Gustav XVI, juga akan menghadap Tuanku Mizan pada 3 Oktober ini, bagi membincangkan aktiviti pengakap di negara ini.

Sementara itu, Kamaruddin berkata, PPM mensasarkan menjelang 2010, persekutuan itu akan mempunyai sejuta ahli dan menjadi antara badan kerajaan yang akan mempelopori program untuk keamanan sejagat.

Katanya, ketika ini ada kira-kira 26 juta ahli pengakap di 166 negara termasuk 250,000 di negara ini. Read More..

HISTORY OF SCOUTING IN SABAH



The history of Scouting in Sabah started in 1913 when Rev. Thomas Cecil Alexander of the Anglican Mission formed the first boy scout troop in Sandakan. He is also remembered as the founder of the scout movement in North Borneo (Now Sabah). He continued to serve the movement until 1926 and returned to England.

Nine years later, Kudat became the second town in North Borneo to encourage Scouting and the Scouters responsible were Mr. G.L. Gray and Mr. Jules Stephens (The Father of the Late Tun. Hj. Fuad Stephen, ex-Chief Minister of Sabah). It was only in 1923 when the first Scout Troop was formed in Jesselton (now Kota Kinabalu, the State Capital of Sabah). The Troop was an open group and was formed by Resident G.C. Irving and G.L. Gray with Mr. Lee Tet Phui as the Scout Leader and Mr. Charles Peter as his assistant.
Soon after more troops were formed. In 1924 the first Scout troop was formed in Lahad Datu by D.O. Mr. H.M. Ince. He was also the first Wood Badge holder to come to Sabah. North Borneo 1st Rover Scouts came into being in Jeselton in 1926 under Resident G.O. Irving and Mr. Chong Thau Fah, and old Scout of Padri Alexander of Sandakan, became the leader, and the first Wolf Cub Pack was formed in 1930 by Simon Yew at St. Michael, Sandakan. The first Tawau Scout Troop was formed in 1937 by the Datuk Sam Lourdes and the Encik Othman Hj. Abu Bakar.
Some of the early achievements of the scouts were like Scout Kong Su En of Sandakan St. Michaels who became the first holder of King Scout Badge in North Borneo in 1927, and Scout Daniel Hiew and Michael Miao of Sacred Heart Group Jesselton who were the first Scouts to scale Mt. Kinabalu in 1934.
In 1935 the first official camping ground for scouts was opened at Lok Kawi Scout Camping Ground. Huts were put up and maintained by West Coast Scouts.
World War II struck between 1942 and 1945 and put scouting to a halt. Although there were no scouting activities, the spirit lives on. Many scouts lost their lives in living up to the ideals of scouting. Those of age joined the Volunteer Force. Herewith the names of those who laid down their lives in the cause of freedom:

The Scout movement reformed after the war with the North Borneo Scout Association came into being in 1948 and Mr. J.B. Winders was appointed as the 1st Chief Commisioner of Sabah. Even before that Scout Troops were already functioning. It is known that Sacred Heart Jesselton got the Scout together towards the 2nd half of 1946. Other troops were like the All Saints Jesselton by G.S.M. Simon Yew, Basel Mission Jesselton, 1st Beaufort, 1st Labuan and St. Mary's Sandakan. It is significant to note that so many dedicated Scouters lost no time in reviving the Scout movement immediately after the war.
The 1st Post War organised Scout Camp was held in 1949. The 5 day Camp was held on Pulau Sapi off Gaya Island. It is interesting to note that constant communication were made through Wireless Radio Communication between the Island and the mainland during the camp.
Then in 1960 the first ever gathering of over 350 scouts from all over Sabah joined in a magnificent display of Scouting activities at the Royal North Borneo Turf Club ground. The main function of the gathering was to say farewell to Mr. G.L. Gray, Chairman Colony Scout Council.
The war did not seems to stop Scouting from growing in Sabah. In 1949 too, Murshidi Nambi (Now Datuk Haji Murshidi Nambi) a Rover Scout from Sarawak starts the 1st Kota Belud Group while Rover Leader M.A. Basri formed the 1st Sea Scout in Sabah. Basri who comes from Johore obtained his sea scout experiences in Singapore. In 1955 the first Semporna Troop was formed by Cikgu Parman (now Datuk Haji Parman).
It was noted that before 1950, all the District Commisioners are non-local because all Residents were automatically become District Commissionner. However Mr. Simon Yew became the first local Scouter to be a District Commisioner. He took the responsibility for West Coast. This is followed by Sam Lourdes in 1955 for the East Coast District, Tan Tze Tsu (Now Datuk Haji Farid Tan) in 1958 when he took over from Sam Lourdes and Jagendar Singh in 1959 for the Interior District.
Perhap the first local born Scouter to hold the Wood Badge was Mak Sin Loon in 1959 and the first Sabah Bumiputra (Native) to receive the Wood Badge was Zaini Mohd Isa (Now Y.B. Datuk Hj. Zaini Mohd. Isa). Mak Sin Loon then continue to receives the honourable charge as D.C.C. (4 beads) and become the first local scouter to be appointed as A.C.C. Training.
Scouts in Sabah too has welcomed many very important visitors such as Lord Rowalan, the Commonwealth Chief Scout in 1954, Olave Lady Baden Powell in 1958 and Lord Charles Maclean, also the Commonwealth Chief Scout in 1971.
In 1963, the Sabah Scouts celebrated Golden Jubilee (1913-1963) by holding the Sabah Golven Jubilee Camp. It was the 2nd biggest gathering of Scouts after the 1960 Scout Display and the biggest Scout Camp held in North Borneo under the Patrol System. Scouts came from all over North Borneo including neighbouring Brunei and Sarawak. The Camp was organised by G.W. Stevens and member of the State Council.
In this Golden Jubilee year too the North Borneo Branch of the British Boy Scout Association seems set to become an independent State of Sabah within Malaysia. Henceforth North Borneo will be referred as SABAH and Jesselton as Kota Kinabalu.
In 1964, the Malaysian Scout Consititution was amended to include the independent State of Sabah and Sarawak within Malaysia as Branches. Under this constitution Tun Datu Hj. Mustapha Bin Datu Harun became the 1st Chief Scout and Rev. Cannon Rusted the Chief Commissioner of Sabah.
Soon after more local scouters took over the State Scout administration. Tuan Hj. Yusuf Shamsudin takes over from Mr. G.D. Muir as the first local Chairman of the Scout Council in 1965 and Encik Peter Regis (Datuk Peter Regis) Resident West Coast took over as the first local officer to hold the rank as Chief Commisioner of Sabah in 1968.
In 1973, the Sabah Scouts Diamond Jubilee Year 1913-1973 was held. Every district organised their own District Camps cemmomerating the Diamond Jubilee.A commemorative souvenir badge was issued by the Council to mark the Diamond Jubilee of Sabah.

There are a few scouts who has dedicated their lives towards the development of the scouts movement in Sabah. One of the most distinguished figure is the late Datuk Simon Chong Yew. Born in China in 1898, he was already a Scouter in Foochow in 1919 before migrating to North Borneo in 1923. He receives his warant in 1923 from the Chief Scout, the Founder Lord Baden Powell and joins the 1st Sandakan Scout Troop as a Scoutmaster under Rev. T.C. Alexander. In 1936 he brought 30 scouts from Sandakan to Jesselton and camped in Lok Kawi Camp. He also revitalised the Scout Troop in All Saints after World War II in 1948. He was later appointed as the West Coast District Commissioner in 1950. At that time Jesselton is part of the West Coast District, which consists areas like Kudat, Ranau, Papar, Tuaran and Putatan. During his tenure, he often visits troops in these areas sometimes walking through jungles for days. He also published the well known district magazine “Scouting in Picture” and introduced for the first time the Scouting Job Week.



His hard work in promoting the scouts in the West Coast District earns him awards including the Silver Acorn by the Chief Scout Lord Rowallan in 1953 and the Honour of M.B.E. from H.M. Queen Elizabeth in 1955. Datuk Simon retires from active scouting in 1959 at the age of 61 after 36 years of service to North Borneo and 40 years as a Scouter (Scouter in Foochow 1919-23). However he continued to serve Local Association, West Coast Council as a Lay member asn was made Honorary Commisioner. Datuk Simon Yew not only remained an active Scouter but made a name internationally in his paintings of Mt. Kinabalu and the orchid Phalaenopsis.

Other key figures in the Scouting history of Sabah were like the late Datuk Sam Lourdes who hailed from Malaya (now Peninsular Malaysia) and came to Sabah in 1936. He was a King Scout from Klang and one of the members of the 1st Castle Camp Kuala Lumpur.

5th Asia Pacific Regional Youth Forum


A total of 123 participants from 26 National Scout Organizations including guests from Afghanistan and Saudi Arabia gathered together to celebrate the biggest Scout Youth Forum ever held in the region from 12th to 15th October at the National Youth Center in Tokyo, Japan.

From the 123 participants, 45 are girls (37%) and 78 are boys (63%) with ages from 18 to 26 years old.

The spirit of universality became evident when the participants defined “What is Scouting” and they discussed the social responsibility, different aspects of Scouting were revealed. Innovative views were shared when they dealt on the topic “new century of Scouting”.

Early in the forum, a steering committee was selected from among the participants to formulate the recommendations. This committee was under the leadership of Youth Forum Chairman Edward Cook and Youth Forum Director Hiroshi Iwasaki. Cook led the committee in presenting their recommendations to the regional conference which covered youth involvement, gender balance, programme, environment and partnerships.


At the forum, participants elected six representatives – three girls and three boys – to the Young Adult Members Group (YAMG). They are Manabu Hiratsuka of Japan, Nikketah McGrath of Australia, Sarah Ho Wing Kei of Singapore, Muller Bato of the Philippines, Karma Chiden of Bhutan, and Rio Ashadi of Indonesia.

APR Youth Programme Sub-Committee Chairman Mari Nakano, sub-committee member Julie Creed and Syd Castillo of APR office supported the overall planning and management of the forum. After the forum, 97 participants stayed on to attend the 22nd APR Scout Conference.

"The great South African hunter and scout, F. C. Selous, gave a good example of scouts' endurance on a hunting expedition in Barotseland, north of the Zambesi River, some years ago. In the middle of the night his camp was suddenly attacked by a hostile tribe, that fired into it at close range and charged in.

"He and his small party scattered at once into the darkness and hid themselves away in the long grass. Selous himself had snatched up his rifle and a few cartridges and got safely into the grass. But he could not find any of his men, and, seeing that the enemy had taken possession of his camp, and that there were still a few hours of darkness before him in which to make his escape, he started off southward, using the stars of the Southern Cross as his guide.

"He crept past an outpost of the enemy whom he overheard talking, then swam across a river and finally got well away, only dressed in a shirt, shorts, and shoes. For the next few days and nights he kept walking southward, frequently hiding to avoid the enemy. He shot deer for food.

"But one night, going into what he thought was a friendly village, he had his rifle stolen from him, and was again a fugitive, without any means of protecting himself or of getting food. However, he was not one to give in while there was a change of life left, and he pushed on and on till at length he reached a place where he met some of his men who had also escaped. After further tramping they got safely back into friendly country.

"But what a terrible time they must have had!

"Three weeks had passed since the attack, and the great part of that time Selous had been alone-hunted, starving, bitterly cold at night, and in sweltering heat by day.

"None but a scout with extraordinary endurance could have lived through it, but then Selous was a man who as a lad had made himself strong by care and exercise. And he kept up his pluck all the time.

"It shows you that if you want to get through such adventures safely when you are a man and not be a "slopper," you must train yourself to be strong, healthy, and active as a lad."

"My country and your country did not grow of itself out of nothing. It was made by men and women by dint of hard work and hard fighting, often at the sacrifice of their lives-that is, by their wholehearted patriotism.

"In all you do, think of your country first. Don't spend the whole of your time and money merely to amuse yourself, but think first how you can be of use to the common good. When you have done that, you can justly and honestly enjoy yourself in your own way.

"Perhaps you don't see how a mere small boy can be of use to his country, but by becoming a Scout and carrying out the Scout Law every boy can be of use.

"My country before myself", should be your aim. Probably, if you ask yourself truly, you will find you have at present got them just the other way about. I hope, if it is so, that you will from this moment put yourself right and remain so always. Don't be content, like the Romans were, and some people now are, to pay other people to play your football or to fight your battles for you. Do something yourself to help keep the Flag flying.

"If you take up Scouting in that spirit, you will be doing something. Take it up, not merely because it is good fun, but because by doing so you will be preparing yourself to be a good citizen not only of your country but of the whole world.

"Then you will have in you the truest spirit of patriotism, which every boy ought to have if he is worth his salt."
